Improvement Districts

Improvement Districts and Special Assessments

Improvement districts are created within specific geographic boundaries when at least 51% of property owners agree to form the district. These districts allow property owners to jointly fund infrastructure improvements such as:

·         Local streets

·         Water or sewer lines

·         Streetlight energy costs

·         Acquisition of existing utility systems

How It Works

·         The City of Bullhead City issues Special Assessment Bonds on behalf of the improvement district.

·         Property owners within the district agree to repay the cost of improvements, including bond principal and interest.

·         These costs are repaid through assessments levied on the benefiting properties.

The City serves as trustee for these districts, managing the collection of assessments and disbursing funds to repay the bonds. Bonds are secured by a lien on each property within the district.

In cases of default, the City may enforce an auction sale of the property to meet debt service requirements.

Improvement districts are formed in accordance with Arizona Revised Statutes Title 48, Chapter 4
