BULLHEAD AREA TRANSIT SYSTEM SHORT RANGE TRANSIT PLAN

REQUEST FOR PROPOSAL

Due:  May 1, 2026 – 3:00 p.m. Arizona time

The City of Bullhead City, Arizona (City) is extending a Request for Proposal (RFP) to qualified vendors to provide a comprehensive Short Range (5-year) Transit Plan (“Project”).  Project funding is provided by the Federal Transit Administration through the Arizona Department of Transportation with a local match provided by the City of Bullhead City.  The purpose of the Project is to evaluate existing Bullhead Area Transit System services and gauge the need for enhanced or expanded service in the community, as well as to prepare for the possible transition from operating a rural transit system to that of a small urban transit system.  The project must be completed no later than one year after contract award. 
 
All submittals (one original and five copies) must be submitted in a sealed envelope plainly marked “RFP 2026-00000039 – Bullhead Area Transit System Short Range Transit Plan” and be addressed to the City Clerk’s Office, City of Bullhead City, 2355 Trane Road, Bullhead City, Arizona 86442, and received by no later than 3:00 PM, Arizona time on May 1, 2026.  Late proposals will not be considered.

Questions may then be responded to by written amendment to this document.  Oral statements or instructions do not constitute an amendment to the RFP.

The improvements to be completed at the Section 10 WRP include the construction of two new blower buildings: the aeration basin blower building and the digester blower building. The Contractor will be responsible for installation, testing and startup of the Owner supplied materials and equipment, as well as for furnishing and installing necessary materials and equipment to perform site excavation, installation of new yard piping, construction of concrete foundations, walls and floors, masonry block walls, a roof system, doors, hatches, HVAC systems, conduit for controls and electrical wiring, and electrical equipment. Work will also involve connections to existing plant piping, protecting underground utilities, asphalt patching, replacing concrete curb and gutter and overall site restoration disturbed by construction and coordination with the Owner’s SCADA programmer.
