SCOPE OF WORK

Project Overview

The City of Bullhead City is soliciting bids from qualified contractors for the rehabilitation of two potable water storage tanks located at the North Mohave Site 1 (south tank), and North Mohave Site 2 (west tank). The intent of this project is to restore both tanks to full operational and aesthetic condition, ensuring long-term protection, compliance with potable water standards, and service reliability for the City’s water system.

Work Description

The work shall include complete surface preparation, cleaning, and coating of both the interior and exterior of the tanks. This includes incorporating the City Utilities logo on both tanks, repairing the manual level indicator on the Site 2 Tank, and painting the electrical conduit and outer band to match the new exterior coating. All coatings and materials shall comply with AWWA D102-24 and be NSF61 certified for potable water use.


The interior coating system shall consist of a 100% solids epoxy applied in a two- or three-coat system. The exterior coating system shall include a zinc-rich primer, an epoxy or urethane intermediate coat, and an aliphatic polyurethane finish. Coating products shall be sourced from Sherwin Williams or Tnemec, and coating application procedures shall conform to SSPC-SP1, SP2, and SP3 surface preparation standards.

The contractor also agrees to have the Bullhead City Utilities logo painted on each tank.

Project Description Excavation and construction of a third clarifier and associated yard piping, addition of a new RAS/WAS pump, and replacement of two existing RAS/WAS pumps. Construction of new clarifier splitter box and demolition of existing splitter box. Upsizing of existing secondary effluent (SE) piping and addition of SE manhole (Additive Alternate No.1). Support the rehabilitation of two existing clarifiers by cleaning the existing tanks, concrete repair as identified during cleaning, and coating of the concrete in the existing tanks. Work will include, but not be limited to, excavation, concrete work, site grading and SCADA upgrades with programming performed by Owner’s SCADA programmer.

The City of Bullhead City, Arizona is extending an Invitation for Bid (hereinafter “offer(s)” or “IFB”) for MEDIAN REMOVAL AND PAVING PLAN, SR 95 CENTRAL AVENUE TO RICARDO AVENUE PROJECT NO. 26-PW-003.

 

All submittals (one original and one copy) must be submitted in a sealed envelope plainly marked “MEDIAN REMOVAL AND PAVING PLAN, CENTRAL AVENUE TO RICARDO AVENUE” and be addressed to the City Clerk’s Office, City of Bullhead City, 2355 Trane Road, Bullhead City, Arizona 86442, and received by no later than 1:00 PM, Arizona time on February 4, 2026.

Project Description:

This project consists of sliplining two sections of 24-inch sanitary sewer main, and the rehabilitation of three (3) 60-inch manholes near the intersection of Highway 95 and 7th Street in Bullhead City, Az. This sewer main carries approximately 0.46 million gallons per day (MGD) with a peak wet weather flow of 0.91 MGD. Bypass pumping or other approved methods of flow control are required throughout the duration of this project.  In preparation for sliplining the pipelines, heavy cleaning consisting of jet rodding, descaling, bucket cleaning and/or other methods may be required.

Sealed bids for the project specified will be received by the Bullhead City Clerk’s Office at the First Floor Receptionist Desk, 2355 Trane Road, Bullhead City, Arizona, 86442-5966 on the time and date specified.  Bidders shall submit one original of their bid. Bids received by the correct time and date will be opened and read aloud shortly thereafter in the City of Bullhead City, City Clerk’s office.

Bids must be in the actual possession of the City Clerk’s office on or prior to the exact time and date indicated above. Late bids will not be considered under any circumstances.

Bids must be submitted in a sealed opaque envelope with the Project Name and the bidder's name and address clearly indicated on the envelope. All bids must be completed in ink or typewritten on the form contained within the specifications titled Invitation for Bid.
