City Magistrate Richard Speer Announces Resignation

Bullhead City Magistrate Richard A. Speer has announced his resignation, effective January 3, 2026, marking exactly three years since he first assumed the position on January 3, 2023.

In his letter of resignation, Judge Speer wrote, “It is with a heavy heart that I advise you that I will be resigning my position as Magistrate effective January 3, 2026. I deeply and truly appreciate the opportunity to have served the Council and Bullhead City community.”

Judge Speer also expressed gratitude to city leadership, stating, “I would like to thank the City Council and the City Manager’s team for the outstanding professionalism, dedication, and camaraderie I have witnessed and experienced over nearly three years. I am proud of the work we accomplished and hope to see the City continue to grow and develop in the positive trajectory the Council and Manager’s team have set.”

During his tenure with Bullhead City, Judge Speer oversaw the completion of the Municipal Court remodel, expanded the Veterans Court, accelerated case clearance, reduced operational costs and identified efficiencies across court processes.

Judge Speer has accepted a new position as the presiding judge for the City of Sedona, Arizona. He said the move was a “difficult decision,” but one he made to be closer to family and friends.

In Bullhead City, the magistrate is appointed by and reports directly to the City Council. The City Council will convene in executive session on Tuesday, November 4, 2025, to discuss the recruitment process to fill the vacancy left by Judge Speer’s departure.

“Judge Speer has been an outstanding member of our leadership team and an exceptional asset to the community,” said City Manager Toby Cotter. “He approached his work with integrity, fairness, and compassion. Sedona is gaining a true professional, and we wish him all the best as he continues his judicial service in Arizona.”
