Veterans' Treatment Court

The Bullhead City Veterans’ Treatment Court was established in April of 2017.  It provides Veterans with an alternative to traditional prosecution by addressing the underlying issues that may have led to criminal charges. The Court focuses on treatment and support for Veterans facing:

  • Addiction and substance use disorders
  • Post-Traumatic Stress Disorder (PTSD)
  • Serious mental illness
  • Co-occurring disorders
  • Housing, employment, or education challenges

Through collaboration with the Veterans’ Administration (VA), the City Prosecutor, Defense Counsel, and local agencies, the Court helps Veterans work toward recovery, stability, and a return to being healthy, productive members of the community.

Eligibility is reviewed by the Veterans’ Treatment Court team on a case-by-case basis.

General requirements include:

  • Service in the U.S. Armed Forces
  • Residence within the local area

A demonstrated treatment need that can be addressed through available services

  • At arraignment, the judge identifies defendants with military service. 
  • The case is referred to the Prosecuting Attorney and the Veterans’ Justice Outreach Coordinator to review eligibility.
  • Veterans sign a Release of Information (ROI) with the VA so that the Court, Prosecutor, Defense Counsel, and VA can work together on the case.
  • If all parties agree that the Veteran qualifies, the case is placed on the Veterans’ Treatment Court Docket.
  • Veterans then appear regularly before the Veterans’ Treatment Court Judge and must follow all treatment recommendations from clinical staff.

Veterans who successfully complete the program are recognized at a Graduation Ceremony and receive a Certificate of Completion.

Graduates leave the program with access to ongoing resources that support long-term recovery and community reintegration.

The Veterans’ Treatment Court is designed to:

  • Address the root causes of justice involvement through treatment, not incarceration.
  • Connect Veterans with specialized VA and community-based programs.
  • Provide a streamlined process for accessing services with the help of the Veterans’ Justice Outreach Coordinator.
  • Promote stability, recovery, and reintegration as contributing members of society.

Veterans who complete specialized training may serve as mentors, providing guidance and support to participants throughout the program.

Veterans' Treatment Court is held on the first and third Thursday of each month at 3:30pm MST, excluding holidays.

It is located at the Bullhead City Municipal Court, 1255 Marina Blvd., Bullhead City, AZ 86442, in Courtroom A.
