Short-Term and Vacation Rental License

Bullhead City regulates short-term and vacation rentals in accordance with Arizona Senate Bill 1168, passed on July 6, 2022 (A.R.S. § 9-500.39). To support the health, safety, and welfare of our community, the City of Bullhead City adopted a local short-term rental ordinance in October 2023 (Chapter 5.40 of the Municipal Code).

What is a Short-Term / Vacation Rental?

"Short-term rental" and "vacation rental" mean any individually or collectively owned single-family or one-to-four-family house or dwelling unit, or any unit or group of units in a condominium or cooperative, that is also a transient public lodging establishment or owner-occupied residential home offered for transient use that rent for 30 days or less.  


What You Need to Operate a Short-Term Rental


Before offering a short-term or vacation rental in Bullhead City, you must:

  • Obtain a Transaction Privilege Tax (TPT) license from the Arizona Department of Revenue (ADOR)

  • Get a Bullhead City business license

  • Register the rental with the Mohave County Assessor's Office as a short-term rental

  • Provide proof of liability insurance with a minimum of $1 million in coverage (either directly or through a booking platform)

  • Apply for a Short-Term Rental Permit from the City


 

Short Term / Vacation Rental Registration Process

Step 1. Review the  Short -Term Rentals Ordinance

Step 2. Provide proof of a valid Transaction Privilege Tax License (TPT) license issued by the Arizona Department of Revenue (ADOR).

Step 3. Mohave County Rental requirements.

    • Each short-term and vacation rental property must be registered with the Mohave County Assessor Office. Proof of your registration will be required at apply for a short-term rental permit.

Step 4. Business License

    • A City of Bullhead City business license will be required to permit a short-term rental property. 

    • The fee for a short-term rental business license will be included in the annual $250.00 permit fee.

    • Section 5.40.070 of the Bullhead City Municipal Code - Posting at the Vacation Rental. The owner of the vacation rental must display the name, phone number and email address of the owner and emergency point of contact, and the vacation rental permit and business license at a conspicuous location at or near the interior side of a common entry way of the vacation rental.

Step 5. Proof of insurance

    • Proof of liability insurance covering the vacation rental in the amount of at least one million dollars or evidence that each vacation rental transaction will be provided insurance through an online lodging marketplace platform that mandates equal or greater primary liability insurance coverage for the vacation rental.

Step 6. Short-Term rental permit: please use link below. 

    • After successful completion of steps 1-5, you will register your property with the City of Bullhead City.   Upload the required documents and Apply for a Short-Term Rental Permit

    • The fee for the short-term rental permit is $250.00 annually. 

    • Once the permit has been approved you will receive an email with the permit included.

    • The permit, Bullhead City business License and emergency contact information including the name, phone number and email of the owner or the emergency point of contact must be displayed in a conspicuous location at or near the interior side of a common entry way of the vacation rental.

Neighbor Notification

The City of Bullhead City will be sending notices to all property owners adjacent to a short-term rental property.  The notice will include the property address, emergency contact, emergency contact phone number, and the permit number.
