Every April, the City of Bullhead City joins the nation in recognizing the anniversary of the Fair Housing Act. Fair housing ensures that all people have the right to live free from discrimination.

Housing discrimination is prohibited based on:
Race

National origin

Familial status
Disability
These protections apply to all housing, including single-family homes, apartments, condominiums, manufactured homes, and shared community spaces. Housing providers—such as landlords, sellers, lenders, and insurance agents—cannot deny housing or services based on membership in a protected class.
Housing Rehabilitation Program
The City of Bullhead City’s Owner-Occupied Housing Rehabilitation Program helps very low- and moderate-income families make essential home repairs. Homes must be within city limits and outside a floodplain to qualify.
Our goal is to keep homes safe, affordable, and well-maintained—protecting health, preserving property values, and extending the life of housing in Bullhead City.
Provide guidance on homeownership responsibilities, property taxes, insurance, and energy conservation
Address code enforcement issues during repairs
Remove health and environmental hazards
Connect homeowners to community resources for housing, medical, legal, or financial needs
Since the program began, we have:
Connected more than 750 homeowners to the city sewer system
Installed water conservation upgrades in nearly 40 homes
Completed 938 minor repairs and 35 major repairs
Replaced 40 mobile homes with 17 new manufactured homes and 23 site-built homes
You may qualify if you:
Own a site-built home or a manufactured home affixed to your property
Are a full-time Bullhead City resident and use the home as your primary residence
Meet U.S. Department of Housing and Urban Development (HUD) income limits
Have a home that can be feasibly repaired within program limits

Wait times depend on available funding and repair needs
Once funding is available, City staff will inspect the property, review repairs with the homeowner, and determine project needs
Projects are bid out, and the lowest qualified bidder is selected
