How does the City choose which streets to maintain?
The City uses a Pavement Management System (PMS), a computerized database that records, tracks, and predicts maintenance needs for each street. Every roadway is inspected annually by Public Works staff and assigned a Pavement Condition Index (PCI) rating from 0 (worst) to 100 (best). Ratings are based on visible pavement conditions, including roughness, cracking, rutting, potholes, and other signs of wear.
Streets with higher traffic volumes or in more developed areas may be prioritized over lower-volume roadways. Crews also group nearby projects together to minimize travel time and maximize efficiency.
What should drivers expect during maintenance?
Street maintenance work may require detours or lane restrictions. Crews work between 7:00 a.m. and 5:00 p.m., and every effort is made to minimize delays. Drivers are asked to obey all posted signs, follow directions from flaggers, slow down in work zones, and keep a safe distance from construction workers and equipment.
How is CSMP funded?
The program is funded through gas taxes, officially called Highway User Revenue Funds (HURF).
Slurry Seal / Micro Surfacing FAQ
Slurry seal is a thin protective layer made from liquid asphalt cement, water, and fine aggregate rock. It is blended on-site in a large truck and applied evenly across the surface of an asphalt street. A typical application is about ¼ to ⅜ of an inch thick.
How will this affect access to my street?
During application, no traffic will be allowed on the street. Access is typically interrupted for one day only, unless work is delayed due to equipment, weather, or other unforeseen issues. If delays occur, the work will be rescheduled and you will receive a new notice 24 to 48 hours in advance.
What about garbage pickup, mail delivery, and other services?
Slurry seal projects are coordinated with the Postal Service, garbage haulers, and other service providers. In most cases, service continues as usual. Please place garbage cans out before 5:00 a.m. on your collection day, preferably at the edge of your driveway instead of in the street.
Why are small rocks collecting along the edge of the street?
This is normal in the days following a slurry seal. A small portion of the aggregate does not adhere to the pavement and is swept to the side by traffic. These loose rocks are later removed by the City’s street sweeping program.
Will I be able to get in or out of my driveway while work is happening?
No. Traffic is not permitted on a freshly sealed street until the material has dried. If you need to leave during the work period, please park on a nearby street ahead of time. Drying typically takes 4 to 6 hours, depending on temperature, humidity, wind, and cloud cover.
