Water Rebates | Bulhead City

You may qualify for a water rebate that can lower your costs while promoting smart water use in our community. Use this page to learn more about the program, review requirements, and start your application.

The City of Bullhead City has allocated $500,000 in this year’s budget to support water conservation programs. This funding comes from the City’s Impost Fee Fund, not the General Fund. By law, impost fees may only be used for water-related projects and programs that align with the City’s master contract with the Bureau of Reclamation.

To participate in a rebate program, you must first submit an application along with photos of the project area for City approval. Only purchases made after July 1 are eligible, and funding may be available through June 30, depending on program demand and remaining funds.

Save water, reduce energy use, and lower your monthly water bill by replacing grass with desert-friendly landscaping. Converting high-water-use grass into rock, artificial turf, or low-water-use plants creates an attractive landscape that’s easier to maintain and better suited for Bullhead City’s desert climate.

How Rebates Work

Rebate amounts are based on paid invoices submitted with your completed application. Funding levels vary by property type:

Residential Properties
- Up to 75% rebate (maximum $5,000) for converting grass to artificial turf
- Up to 75% rebate (maximum $2,500) for converting grass to rock and low-water-use plants
Small/Medium Commercial, Multi-Family, and Industrial Properties
- Up to 75% rebate (maximum $10,000) for converting grass to artificial turf
- Up to 75% rebate (maximum $5,000) for converting grass to rock and low-water-use plants
Homeowners Associations (HOAs)
- 50% rebate on qualifying project costs starting at $50,000
- Minimum rebate: $25,000 | Maximum rebate: $50,000
- Removal of high-water-use vegetation may qualify for 50% reimbursement for project costs between $20,000 and $50,000
Large Commercial, Multi-Family, and Industrial Properties
- Dollar-for-dollar matching rebate from $25,000 to $50,000 for projects converting grass to artificial turf, rock, water-wise plants, or a combination

In addition to the Turf Rebate Program, the City of Bullhead City offers rebates for several water- and energy-saving devices:

Smart Irrigation Controller – up to $175
High-Efficiency Toilet – $100
High-Efficiency Washing Machine – $150
Hot Water on Demand System – up to $200
Non-Regenerative Water Softener System – up to $200

Your rebate may be considered taxable income. Under current law, the City is required to issue Form 1099 to anyone who receives rebate payments of $600 or more.

For questions about whether your rebate is taxable, please consult a qualified tax professional. Some governmental agencies have recommended changes to federal tax law that would no longer treat rebates as taxable income, but these changes have not yet been adopted.
