Water Resource Development Fees

The City Council adopted the first water resources fees on September 1, 1998, with an effective date of December 1, 1998. These fees remain the City’s primary funding source for securing additional water supplies.

Under Arizona Revised Statutes, water resources fees are classified as a development fee. They can only be collected when a building permit is issued for new construction. However, City code also allows developers to pay these fees in advance during the subdivision process.

The City uses water resources fees to cover all costs related to holding or purchasing water supplies from Kingman and Cibola.
