Leadership & Government
The City of Bullhead City operates under a Council–Manager form of government. This structure combines elected leadership with professional management to ensure effective city operations. The City Council is composed of seven elected members who serve as the community’s legislative body, responsible for setting policies, passing ordinances, and providing oversight of City operations. The City Manager serves as the chief administrative officer, managing day-to-day operations and carrying out the decisions of the Council. City departments, including Planning and Zoning, Human Services, and other divisions, provide essential services that support residents and strengthen the community. The City Clerk maintains official records and oversees municipal elections, while the City Attorney advises the Mayor, Council, and staff to ensure City actions comply with the law, represents the City in court, and enforces local ordinances.
