Human Services

The City of Bullhead City offers programs through the Human Services department that directly support residents, especially those who need help with their animals, health, safety, mobility, or daily independence. These services make a real difference in people's lives. Many programs receive funding from the federal government. The City also works with local, state, federal, and non-profit partners to provide these services and reach more people in our community.

 


Coming Soon: Bullhead City Animal Resource Center (BARC)

The City is remodeling the former Mohave Valley Daily News building into the new Bullhead City Animal Resource Center (BARC). This 27,353-square-foot facility will bring modern amenities such as a veterinary clinic, public dog wash, enhanced kennels and cat condos, viewing areas, and a pet crematorium. Construction is underway with completion anticipated by January 2026.

Once complete, BARC will replace the existing Bullhead City Animal Shelter and become the City’s central hub for animal care, adoptions, and public education. This expanded facility will allow us to better meet the growing needs of the community and provide a higher level of care and resources for pets and their owners.

 


Human Services Divisions

Public Transportation Services  

The City of Bullhead City offers two public transportation programs to help residents stay mobile and connected: 

Bullhead Area Transit System (BATS)

BATS is the only public bus service within Bullhead City limits (Bullhead City Code Chapter 13.12.020). We provide safe, reliable, and easy-to-use transportation that supports daily life and local businesses. 

  • Weekday Service: Buses run every hour.
  • Saturday Service: Buses run every two hours.
  • Dial-a-Ride: Registered riders get curb-to-curb service during regular hours.
  • Accessibility: BATS includes paratransit services for riders with disabilities. 

BATS began in 2000 as a demand-response system. In 2003, it transitioned to fixed routes with paratransit options. 

Senior Transportation

This program helps older adults and people with disabilities travel safely and stay independent. Trained volunteer drivers assist passengers who may need help getting in and out of the vehicle. 

We take riders to: 

  • Medical appointments, including dialysis and doctor visits 
  • Pharmacies and hospitals
  • The post office and shopping centers
  • The Senior Enrichment Center 

Senior Services

Activities

The Activity Center at the Bullhead City Senior Enrichment Center offers a full schedule of invigorating, educational, and health-focused programs designed specifically for our 50+ community tailored to promote wellness, community connection, and ongoing engagement for Bullhead City’s active older adults. The Center provides a welcoming place to stay active, socialize, and learn. Residents can explore a dynamic calendar of events—ranging from games and group exercises to educational sessions—curated to engage minds and bodies alike. 

Nutrition

The City of Bullhead City offers the Senior Nutrition program to support residents age 60 and older in living healthy, independent lives. 

We provide: 

  • Hot, balanced lunch meals each weekday 
  • Meals are served at the Senior Enrichment Center
  • Home delivery is available for authorized homebound seniors
  • Nutrition education to help seniors make healthy food choices
  • Group activities that promote social connection and wellness 

This program focuses on helping seniors with the greatest economic or social needs.
