Permit Submittal Guidelines

To help you get started, we've created handouts that explain the most common types of permit submittals. These handouts provide general requirements, but your specific project may need additional documentation.


Building Code Adoption - 2018 I-Codes

Adopted Building Code - Local Amendments

On 04/16/2024, the Bullhead City Council approved the Development Services department's request to adopt the 2018 code year editions of the International Code Council construction codes and the 2017 code year edition of the NFPA national electrical code with local code amendments.

We typically respond to permit applications within 15 to 20 business days.


Permit Forms and Handouts

All forms and handouts are optimized for printing single- or double-sided, depending on your printer’s capabilities.

A City fence permit will be required effective 07/01/2024.  Fences must meet City municipal code location, height and material requirements.  Flat fee $82.50 each.

Retaining Walls

A City building permit is required for retaining walls. Fees are based on square footage.

Encroachment

Fences and Retaining Walls to be constructed in a recorded easement (PUE, DE, etc.) require a City Encroachment permit.  Some encroachments require utility company approvals and may take additional time to process.  Flat fee $100.00 each.

All submittals that require review by the City's Engineering division are required to provide a digital submittal, in addition to, the required hard copy plans.

The following forms are required to be completed and included with all submittals that include additional dwelling units, plumbing fixtures or landscaping:

TIP: For new plumbing fixtures (not related to dwelling units) complete the Drainage Fixture Unit REU Calculation form first.  Then enter the resulting REU total into the Water Resources Fee Calculation form.

Bullhead City Fire Department

The Bullhead City Fire Department has adopted the 2018 International Fire Code as mandated by the Arizona Department of Fire, Building and Life Safety.
