The  Planning and Zoning Division is dedicated to building a vibrant, well-planned community that reflects the values and vision of our residents.


What We Do


We support the City Council, Planning and Zoning Commission, Board of Adjustment, and other development-related committees in shaping the City’s future. Our team works with developers, architects, and engineers to guide land use and construction, ensuring every project aligns with Bullhead City’s long-term goals.


Our Responsibilities


Planning and Zoning staff:

  • Administer and enforce the City’s General Plan and zoning codes

  • Review rezoning, subdivision, and variance requests

  • Process conditional use permits

  • Review commercial building permit submittals for zoning compliance

  • Issue sign permits

  • Provide zoning information, including setbacks and legal descriptions

  • Coordinate code updates and prepare special reports

  • Serve as a liaison to other government agencies on land use matters

  • Apply for and manage grants related to planning projects

  • Community Engagement
